Argues that Russia has regained strength in the world arena even though it was not a "beneficiary of the burgeoning new world order." The need to resist situations in which international law is subordinated to expedience is discussed & suggestions are offered for ways to make Russia's foreign policy more efficient in light of today's international situation. First, Russia must strive to promote a positive agenda that exhibits a constructive approach to a wide range of themes. Second, Russia must minimize the number of situations in which it stands alone in international politics. There will always be some circumstances in which standing alone is essential in order to adhere to principles; however, these circumstances must not become the norm. Third, Russia's international policy must be clear & predictable & include "an efficient mechanism for preemptive support of foreign policy decisions." Lastly, a strong & efficient diplomacy requires the development of both a conceptual approach to participation in international forums & a "non-standard, non-stereotyped," systematic approach to key foreign policy problems. Russian policy toward the post-Soviet countries is inconsistent and lack coordination and the revolutions in Georgia and Ukraine appear to be a defeat for Russia. Anti-Russian bias exists in these countries alongside calls for economic assistance. Many support fueling a confrontation between Russia and the West over their allegiance. Russian policy for the post-Soviet space needs to include concrete integration projects rather than just statements of friendship. It would be in Russia's interest to develop an energy bloc without going as far as a union, as in the European Union. It is also in Russia's interest to promote democracy in the former southern provinces.

Analyzes the role of Russia's parliament, the Duma, in carrying out the nation's foreign policy. It is noted that while Russian and Soviet parliaments have not historically played any role in shaping foreign policy. It is contended that parliamentary democracy is generally viewed as a middle point between diplomacy carried out by average citizens and diplomacy as practiced by career diplomats. Unlike career diplomats, Duma members have definite ideological stances. However, parliamentary democracy as practiced by Duma members should act in concert with the executive branch's policies. The use of parliamentary democracy can help Russian citizens and businesses abroad, while improving Russia's international image and attracting foreign investment to Russia. Duma members must not take state-sponsored junkets abroad for personal pleasure. Rather, they must take trips that will create positive results for the country. It is argued that the Duma should establish relationships with more parliaments, and analyze Russian foreign policy decisions. It is concluded that the role of parliamentary diplomacy in Russia's foreign policy will grow.
